Hello,
is this huge lattice steel frame on top of this building part of architecture or is it some kind of construction machinery e.g. rail beam girder for an overhead crane during the construction phase, which lifts the precast concrete elements into place?
In this case it would be similar to some japanese building techniques for high rise houses. They use sometimes rail mounted robotic cranes above the highest floor level and these "cranes-umbrellas" climb with the rising building.
